So tenants applying to live in a condo are told from the start that there will be another application process, interview, and the association's own security deposit (in 2 of our 5 complexes).

This is needed to really pull off commercial transactions when many complexities are involved.If it's too painful up front my clients and I move on as many properties to choose from.

The underwriting guidelines will depend on various factors including the type of property, dollar value, market, purchaser, etc.The big banks will typically only offer non-recourse loans for large scale projects such as building condo complexes, malls, hotels and the like.Some local or regional banks will be willing to offer non-recourse loans on personally held investment properties, but they are few and far between.  

People who work in complex, highly-compensated jobs seldom have the time or the desire to take on home improvement or construction etc..

Too many complications to add even more complexity by trying to involve lawyers and the letter and spirit of the law, I would just eat my loss and learn the lesson for  next time
