I've just been in too many situations where I've sent them bunch of letters to sellers that fail to clear up an obstacle they may have put up in their mind as to why they cant' or won't sell the property (i.e. they think they have to pay off the delinquent taxes first and don't have the money).

Get 3 months moratorium (no payments) to fix it up.I always tell people that sell fixers I dont have the cash to pay them and fix it up too.Is it free and clear?

Heres the deal...I have a down payment ready for a property anywhere below 400k and am looking to finance the rest through a home equity loan through my partner/ mom who has 100% equity in a home free and clear (located in California) appraised at 800k.

there are soooo many properties with better numbers.Sandwiches are only ok with spreads in rent of $250 - $300 min, IMHO.If you are doing wholesaling lease options, make it a REASONABLE deal if possible for the Tenant Buyer, which this is clearly not.
