I would go ahead and reach out to a few contractors and gets some bids so you can get a better idea of price.

I would not try to push the house on family members that don't want it.

And the agents I know, and the brokerages overall, have made a big push of buyers to look for permits, particularly on flips.  

If you're renting it just pushes the responsibly of repairs and maintenance to the landlord.

The seller is an agent/investor with a fairly aggressive negotiating style, and will mostly likely push for an extreme (multiple points) extension penalty.
