Labor costs are 20-30% higher than my core market in Denver, which was very surprising to me, which makes finding a PM that has in house maintenance, electrical, plumbing, HVAC very valuable. 

Consequently, the house could not be made ready for the new tenants and after a big scramble, we managed to save the new tenants but lost 3 weeks of rent.

I think you need to challenge the person in charge-both the PM (and if they truly bought it for $100K less than market value, report them) and the person she has in charge of her finances.

If the agent is suggesting to put it in writing it might be because he can now nudge the seller into accepting a lower than previous offer since the house has been on the market for a long time with no other potential buyers.
