The new paint will look "flatter" over the fresh drywall if you don't hit the new drywall with a couple coats.

Whoever gets me into the property will present all offers (remember, when they sit for a while, you can send in a fresh offer after your original has expired) for that one property; they will not be circumvented if they did that amount of work.

Many many layers showing through.If this was my own home, I would not be that concerned about having a painter scrap off any loose stuff and give it a good thick covering of fresh paint, leaving lead paint in place.Is this a bad idea in a rental?

Especially if the property is in California, which I understand is a tenant friendly state.At lease renewal time, terminate the old agreement and start fresh with a new rental agreement.  

Thank you very good information yeah the plan is if I get it at the right price to tear everything down to the studs and do a fresh rebuild at that point I will be able to see all wiring and pipes.
