It appears that I can refinance (no cash out) to an interest rate of 4.8% however with the remaining balance on the mortgage that I would be borrowing my total payment will drop to $1,787.00 per month and I will no longer have PMI.

@Carloz Gil, depending on where you are with the balances you carry, most times requesting an increase in credit limit will increase your credit score by decreasing your total utilization.

You could try to get the lender to not include such a clause, or get the loan servicer to waive the clause, but that might be difficult to accomplish.
