They would just cut the voucher amounts the same percentage and screw the landlords. 

I was thinking that maybe an additional "master" with a private bathroom that you make by cutting into the space for the living room.

Cut, bust and re-pour bad areas.

That way, people will know what you expect up front and will take themselves out of the process and saving them the fee if they know they won't make the cut.

The friends that buy them did so 3 to 4 years ago for high 8 caps in good areas and with cutting utility costs etc. pushed to over 11 caps.

Year from now you won't regret doing a right thing, you may regret corners you cut.

FSBO is generally NOT recommended as you cut out a huge segment of the market and FSBOs (in general) tend to get a lower selling price than an agent assisted sale.  

To build supports, cut out the beam, and replace a beam like that if I can use shorter spans, rather than one 30' long one, I'd be under $5K in most cases.

In my instance the power is cut off to non-paying tenant and that bill remains theirs.. they cannot collect that amount from me..The power is then restarted in my name as owner and I'm responsible until I get new tenant for the power bill.
