.This is going to be hard on the bigger operators with very large apartment complexes in Oakland--I wouldn't want to buy a Rent Roll in a Class A, B or C area consisting of unknown cut throats and tough to deal with residents.Plus I wouldn't want to have my property managers quit due to not being able to deal with hard to handle types.

Your team should consist of a contractor to determine your repair costs,  a realtor who works with investors so you can determine AS IS VALUE and ARV, and a good lender so you can go over the numbers to see if the property qualifies.

@Jim SpinosaIf you plan to consistently do multiple flips, you will be a dealer, your properties will be inventory, and you will not be able to spread the tax via installment sale method.
