Have you done any of the direct mailing or just in general have you contacted property owners just from getting their info of the county tax site?

In your particular case, if there are only 2 parties, you could, potentially, be best served by having a partnership (as opposed to the typical GP/LP structure). 

Also, I’m not sure where you are in your career but you need to be able to focus and serve your unit/commander well, especially on deployment.
