I wouldn't argue that there may be some de facto discrimination in some areas (i.e. difficulty getting a bank loan or financed within certain areas, aka "redlining"), but there are too many examples of people that knew that RAF @Alexander Felice's claim of "Broke is a choice" is true - many of them right here on this board - for this hypothesis to be true.

Deposits would serve as de facto insurance against nonpayment, at least to some extent.

Newark, DE and Wilmington, DE being approximately 15 min and 30 min drives are also close to Elkton, MD.

I see many members from Southeastern PA (Montgomery, Bucks, Delaware Counties) and wondering if any of these counties surpass Philadelphia as stable rental markets.
