The way I interpret it is, if you as the landlord pull a credit score of the applicant, you must then ask them why it is what it is...seems like this pertains to past evictions and other aspects as well...the ordinance does not clarify what type of 'additional information' and 'history' would categorically allow a landlord to reject a tenant's application

I would chat with a conventional lender about what max leverage they can provide on a refinance, I know with DSCR you will be right around max leverage for a cash out (75% LTV) and it would likely be break even.
