Section 8 Rentals in NC

Hey everyone, 

I recently was approached by a potential tenant about using section 8 vouchers to cover the rent. I'm not opposed to this strategy however, after looking into NC section 8 state rules/regulations, I have some hesitations. Online I found that tenants are not required to pay the difference between their vocher amount and any remainder of rent. Not paying the difference between their voucher and your rent is not a reason to evict them or penalize them from the program. If this is the case then what incentivizes them to pay you? 

I'm only concerned because what I'm asking for rent is $2300/month for a 3br/2ba and I think the most a voucher in my area will cover is $1650/month per online resources.
