You absolutely can cancel all permits, heres the catch and this is why you have to speak with the building inspector and possibly the town attorney, depending on what work has been done, what permits are still open and what are closed may issue violations when buyer has a title search done, which will mean you have to take nessecary steps to satisfy the building dept and issue a co so you can sell.
