In that case, you install a giant (2500 - 5,000) gallon buried tank to hold all waste water and sewage. 

Was faced with either patching up old bathroom plumbing/tile walls vs updating the entire bathroom(which allowed me to update plumbing for 2 other bathrooms too).

Install one clawfoot tub (today people only dream of these), run garden hose  under the house from the hot/cold water line in the kitchen to the tub.

Get the free removal and delivery/installation and have the tennant coordinate that.

If you decide the deck is a must you might look into installing a covering or getting it heated....?
