Just got survey. 

I think Amazon is a fair bet since their membership numbers have grown from 63 million to 90 million 2016 to 2018.

Predevelopment costs include site preparation, architectural designs, permits, soil tests, impact fees, property survey, utility trenching, land clearing and energy reports.

Your sales price is $39,900 but you get to subtract all costs associated with the sales.So essentially your taxed like this: $39,900 (- all costs associated with the sale, for example $39 membership, etc.) - ($36,500 + all costs associated with purchase, example deed fee).

@Noah William Jorgensen - you will need a new survey but it is only one step in the process.

  $2,000 in survey and legal to create a subdivision, to control the types of houses built there. 

I would go thru the contract to see if the seller has failed to meet some deadlines as well such as:-Delivery of Seller's Disclosure-Delivery of HOA docs (if applicable) A seller rarely meets this deadline-Delivery of Title commitment or survey
