@Matthew Pinkston, The strategy I'm referring to is allowing a multifamily property (4 or more units) to qualify as a residential property for property tax as opposed to the commercial rate which is close to double that of the residential rate.

Today I went to the home going to need a lot of work but my father told me around $80,000 that includes plumbing, electrical, kitchen, renovate one bathroom add an additional bath to master suite on second floor, creating an open floor plan, finishing the basement, Vinyl siding for exterior, windows, and extensive landscaping.
