It was built in 1990 and was recently painted.

I am afraid my deal is too thin,  my budget is $50k for kitchen , 2 bathrooms, deck, refinish floor, whole house painting, simple landscaping, new  furnace and water heater, and some electrical and plumbing work. 

It does need new carpet/paint/intense cleaning/landscaping, would it be worth getting estimates on that?  

Many small drywall holes will need to be patched, then every wall and ceiling primed (with Kilz, for the smoke) and painted.

Don't get caught up with the big picture, it will paint itself as you go.Tell yourself you will be successful and you will be!

We, as human, tend to look for the path of least resistance.

However I have spent almost half of my waking hours fixing roofs, furnaces, sump pumps, and painting. 

I have heard from more than one of my clients that evictions in California (and some other states) can take up to a year if the tenant actively resists and cost thousands.

As an aside about the sign ordinance:Here in San Pedro, I've counted at least 7 different VW Buses , with new paint jobs (each one a different color) advertising 1 hr massage for $ 35.00.
