Renting short term or long term will have some bearing on it but this isn't too far fetched to find a lender for this sort of thing.A small, local lender will be your HIGHEST probability of success when trying to find investor friendly lenders on investment properties.

Each investor will have different guidelines in terms of how many units is the property and what percentage is commercial compared to residential. 

This seems like a Down Payment Assistance like grant...We would have to figure out the terms of the Habitat grant. 

But, simply the end of the contract term doesn't mean the tenant will be moving.

Is this something anyone else is noticing and if it is a trend, is there anything that will make it a short lived thing or is it going to continue longer term?

Things you want to consider would be what your long-term plans are with this property.

But, in future if we want to develop any residential or commercial buildings on this land, would this rail road track going to be a deal breaker in terms of attracting potential developers or buyers or investors?

We bought ourselves a furnished house with a giant pool, and also opened up a Short Term Rental.  

Brand new roof and each unit is good in terms of renovations. water heater from 2017. only concern is HVAC system is 14yr old, that’s the only potential cost that i see that could occur within the next 3-7yr.
