Once you are actually ready to buy a piece of land, you would start looking for land listings and either ask the listing agent to also represent you, or you can have your own agent rep you. 

If you, as a seller really want top dollar, you need to hire an agent to assure it's listed on the MLS for the most exposure as possible to ensure that you are given the best chance for highest and best offers.

With the number of available properties being that low you could honestly analyze every one of them so the specific zip codes and areas aren't as important as if you were looking with criteria that offered hundreds of results.I'd recommend getting on the list for some local wholesalers to help and increase the number of potential properties that you are exposed to. 

Until you have listed and tried to lease an affordable priced rental, it is hard to fathom the intensity of call volume that a single rental listing can generate.
