If landlords refuse to seek this assistance and they have a COVID-impacted tenant that is below 80% AMI, the amount of court damages due to non-payment of rent is limited to 80% of the rent owed.So regardless, if you have a tenant that is below 80% AMI, the bill is forcing landlords to provide a minimum 20% discount on rent either by applying for the federal funds or seeking damages in court later.
