You'd need to set the thermostat for the central heat in a common area so that the baseboard heat doesn't effect it, but otherwise I don't see why you couldn't use the baseboard heat to bring each unit up a few degrees to the tenant's liking.

Also in a quick look on Redfin I believe that I found the property you are considering (I don't want to reveal the address on here) and it is listed as a hot home likely to sell soon, so I think it may be unlikely you will get that steep of a discount.
