@Jie Li  AS Curt Mentions be uber careful in major mid west markets when your buying at the lower price point and only have one property to boot.. your either going to be happy or not so happy...

The city just increased the height limit of buildings for a reason.In addition, I think it's a mistake to only look at San Francisco and the Bay Area/Silicon Valley down south (if you are one of the people who separate them) as a region solely in Northern California, or California, or the West Coast, or the United States for that matter.

Particularly, I am curious about less touted sections of JC -- West Side Ave, Bergen-Lafayette and the areas around there.

You can go with 9 but the average is really 8.5 and that is including the numbers for North, South, East, and West Huntsville.Madison AL is not included where their average is around 6-7.
