Drug abuse played a part in some of that, but there was something else, too, some sort of inability to fully understand the nature of entrepreneurship.

I have purchased multiple properties on streets that were drug infested areas and then turned those entire streets around.

There is another issue, money laundering, much less tax evasion, the last thing a lender wants is to loan money and then have a borrower zapped for financial fraud, evasion, laundering, undeclared earnings, quiet business transaction like dealing drugs, so rules and guidelines are there for a reason. 

I got my mobile home dealer's license in Texas.

Within an hour after closing... he received a call from the previous property manager as the police had kicked in the door, arrested the tenant, and seized a large amount of drugs from the home.

Hmmm...drugs?  

Ca requires you to be licensed as a mobile home dealer or retailer if you plan to buy and sell even 1 mobile home in a park for profit.

If you are fixing and flipping like this you will be taxed as a dealer.
