Be careful about buying a fixer upper in our market, the discount doesn't always match the work that needs to be done, and if things are already tight - you don't want to be putting all of your time and money into home improvements. 

Is there way to look up the parcel number of a property and get the address?

That seems to match the information in the code of ordinances which only discusses a different tax rate under Class 1/residential, not Class 2/commercial.Of course, for a definitive answer you could contact the tax assessor (BP won't let me post the phone # so click the Contact Us link on that page) or - even better, though more of a PITA of course - go down there in person.

This means knowing the local market and what buyers in that market are looking for and positioning the value proposition of their listing to match. 

Keep it simple, and dont let your tenants paint, as you will never get the paint to match and will be forced to repaint.

I keep telling them that that will look patchy since it will be nearly impossible to match the paint color.
