With pretty much every lender I've used they charge a draw fee whenever I pull a construction draw to pay out a contractor.

That probably also varies by state.If it was administratively closed, you might had some significant expense to resurrect it - like paying 10 years of back fees and filing 10 years of back reports. 

Offer a Dispo fee.

You also have to factor if there is an HOA fee or any annual or semi-annual association dues, in some cases flood insurance.If they are off on the upfront numbers it changes the DTI and can make or break the deal.

If you want it it will be six to $10,000 fee but you can make over $100,000”.  

This can be accomplished by hiring a service for a fee.
