I skip over all the 50-100 home neighborhoods, storage facilities, fast casual dining, and autoparts stores that sprout up, those have become almost too common to notice until HOA's get into heated battles with developers over access rights (and usually win). 

For instance the cost of a turnover usually is a few thousand, plus legal costs and potential heat payment over winter. 

I recently bought a 27 plex. 1 meter so landlord was paying all heat and water/sewer.

I watched a guy walking down the street eating a bag of potato chips...he ate the last one and threw the bag on the ground as he was walking...there is no cure for that...not all the tax breaks in the world can change human behavior. 

Does it need any work; new roof, new heating/ac, new windows, etc..Also, Texas has some houses that are setting on ("piers" that just set on the soil) vs slab construction.

@Jeff Barnard  Rents are currently $1075/750/600 for a 2bd/1bd/1bd(relatively small).Considering heat/water/garbage are currently included they could all get bumped a bit and still be competitive.They are in a small community in Ulster County, about 1.5 hrs north of NYC.

Only 1 roof and uses electric heat so no boilers etc..5% is my generic amount calculated for something in good condition.

If natural gas isn't available and you are considering electric heat, consider a ductless heat pump.

Cleaned up the unit, replaced the 1960's era freestanding heater with electric baseboard heat, painted and new carpet.

Exterminators that have heat treatment equipment, hands down, recommend heat treatment as the only way.
