I would try to see a past rehab, verify the numbers on the properties he's done in the past (verify his ownership through public records, purchase price, sale price, holding times, etc), talk to some of his contractors if you can, talk to other people he's partnered with, talk to investors in his meetup groups, etc.Basically, you want to ensure that he's qualified and that he's ethical...once that all checks out, you can move forward with the contracts (which should be written up by an attorney if you're new at this)...

Going forward you have the right to adjust the numbers, but do pay what was agreed upon other wise thats just bad business ethic. 35% is a lot to just manage a project.
