They don't charge you a fee until you've failed the inspection a second time; so it seems like the play for efficiency is to not waste time out there and if you do get flagged you go back separately and fix the issue(s)? 

I'm planning on using a property manager company to manage the rental but not sure if the property manager can assist by letting the contractor worker into the duplex and ensuring it is locked up afterward?

The RE markets are efficient.  

This is in PG county, MD. even if I find a GC (which I am struggling to, there is the issue of overseeing the works to ensure competent delivery of agreed work.

Knowing your price point based upon pre-qualification and estimates from a lender makes this process much more efficient and effective.  

I've realized that when I am with friends I tend to talk about real estate related topics so often that I need to find more like-minded people (to ensure I keep all of my friends haha).
