The previous 'tired' landlord had already bought & had installed a lot of rehab items, like the HVAC & water heater, laminate floors, vinyl siding.

That person could also setup the system/process and train someone at a lower level to manage the day-to-day.I know I didn't give you an answer on pay rates, but I have seen it time and time again; clients hiring under-qualified talent and paying the price in the long run.

Probably some good houses to rehab at the oceanfront or around chics beach too, of course anything near the water you may pay more for.

Certainly with an older building that has been mom and pop managed for 30 years, there are plenty of opportunities for improvements that don't necessarily equate to added value (hot water heaters, French drains, new electrical service, etc). 

I would also check to see what type of charging system she uses.

I'm looking for a cloud based rehab/project management system to track each property from the first day after acquisition to the day we sell or move a tenant in.

What are some of the systems, excel sheets, etc do you guys use to run the numbers to see if the property is worth moving forward to seeing.ThanksRay

The only "technology" I might consider offering is a security system if a tenant really felt unsafe, though they can easily get their own.
