When you do this, you are going to harm the chance that your offers get accepted.

An in person meeting wouldn’t harm and the petty requests can be addressed and get it over with .. if the attitude persists , just manage it until the lease is up.

The councilwoman's office got back to me and mentioned that the city is not in the habit of acquiring abandoned properties for sale, but if they have an interested buyer, they will. 

Here in Arizona, the law is that we have to make reasonable attempts to find another tenant to replacement the tenant (but not in any way that would harm any of my business, lower the standards of the tenants, lower the rent, etc.)

Up to 6 mortgage payments (PITI) can be included into loan if property will not be habitable during rehab. 

This of course assumes the home his habitable enough for Conventional, and that the scenario would work for your DTI and credit and such.
