To prevent accusations of discrimination in todays world, it is best to give an application to all interested prospective tenants, when you have verified the applicant doesn't qualify, you can send them a denial letter (Rental Application Response/ Adverse Action Notice).

Also send them a letter that emphasizes the liability of owning a vacant house (specially if it's not insured) and what you can do to help them not have to pay real estate taxes and other expenses with having a vacant home.

An estoppel letter or estoppel certificate is essentially a letter which outlines all of the terms of a tenancy (start date, place leased, rental amount, amount of security deposit, lease term, any covenants, etc) and is reviewed and signed by the tenant.
