Water/sewer are combined and are tough to get set up in a tenant's name, so they're usually just billed at a flat rate, or included in rent, but I have heard of companies making tenants get the accounts set up.

@Jimmy Chao regrading to get water away is always a good idea but I would recommend having a water intrusion specialist confirm that the source is in fact the gutters as it could be a combination of gutters and/or stucco/grading/windows/roofing etc. best of luck!

@Sam BhattacharyaEveryone has their own criteria, but I think the idea would be to get the house with any combination of a lower price, a lower interest rate, and higher rents.
