I called multiple times to verify if my bill was correct they assured me I just needed to pay water.

I have no affiliation with them I assure you, but I buy their data at least once a year.  

@Nicholas Bailey  The issue I have ran into and hear about is the city comes down harder on coach houses for compliance.  

Holding all else equal, your residential mortgage's interest rate will be 0.25% better, or about 1 discount point better (your choice).Currently, mortgage banks, brokers, and credit unions, are essentially run by compliance lawyers that earn more than they would/should, if not for the fact that a single alleged unproven infraction can easily be several million dollars in fines. 

@david dachtera: Whenever I hear "always hire a licensed pro" I know I am talking to either a licensed pro or a landlord that does not make any money.I assure you that ANYONE  can do a simple dryer hookup.

Down the road, I assure you, you will most likely not...and if your property has not been "fitted" for a PM in the beginning, you will either be selling it, or continuing to PM yourself...and not have the time to do so. 

I am not a plumber or inspector ...But when I have had gas service installed into property that previously had no gas, before the gas company will install the meter they demand that a plumber perform a pressure test of the system to assure there are no leaks.

e.g. absentee, tax liens, probate, compliance issues, or simply overgrown / abandoned.

In any event, I am establishing a closing date of about 7 weeks out for this reason and also for a code compliance report to be made by the city.
