the current arch review committe is not approving building plans that fit under the recorded covenants. 

If that’s the case then do you personally have to have the cash/money available at your disposal or can you have approvals from a private or hard money lender?

In the notice notate the non-approved pet is in violation of the lease and must be removed from the property for safety reasons.Once the leak is repaired I would send a 7 day notice to remove the pet permanently or face eviction. 

Question: Is there a way that I could transition my existing tenants into a subsidized rent program?

They claimed you could search and buy available certificates straight from the program.

They just approve the tenants and give them a voucher with how much they qualify for.

For most STNL 25% down is not approved by lenderss.
