I've heard of this elusive VA Rehab loan that allows a buyer to purchase a house and get cash to do rehab work.  

If so, how was the lot with the house on it impacted in terms of market value? 

My main goal is to house hack and make my monthly expenses as low as possible.

If the house still has 60 amp service that tells me its old , so the water line is probaly old .
