How did they not realize when they created the law that the implementation should be impossible or would be an easy way to go after licensees which I doubt is the intent since most state legislators have a large real estate professional influence.

This is a new building type after some zoning reforms implemented this year, so the local industry and code officials don't have much experience with new construction of these kinds of properties.One thing that we were recently made aware of is the requirement in the IBC (which applies to this project since it is 4 units) to provide at least one van accessible space as one of the parking spaces.

I don't think even the best PM perform in a way to implement your business plan successfully unless you find that needle in a haystack.I am invested in properties in both places and out of everything I have those two are probably the worst performers and take the most times. 

I love your comparison against hotels, and that they do certain things for a reason, and that those things are what produce long-lasting success in their business model.As a host, I've tried implementing "hotel quality" at all of our vacation homes but have encountered friction from those STR investors who don't understand the difference between being cheap and being frugal, much less see the value in great design, or the 'little things' that make a big difference.

mario Yes, it's a risk, and like the big balls from the city makes some law, they want one or two "examples" that are scandalous enough to take notice, if it is non rampant, the city wouldn't mind, but if it's significant enough to get complaints from hotels/motels, then that's when the city takes action and implement laws.

The rental agreement is under-market rent for the area by ~$400/month and my strategy would be to implement a rental increase or end the current agreement with the proper 30+ day notice.
