I think parts of East Dallas still have a lot of potential, such as areas further east of Lower Greenville toward White Rock Lake.

To fix it you have to either run a 3 wire from switch to fan where the black would go to the light and fan to red, and each of those colors would go to a different switch.A quick fix is to get one of those remotes control for fans they sell at local supply houses.

The biggest red flag I see if the short term lease.

Though this is my 2nd deal, this represents a red flag (unknown as to what is in there and it's condition, the home is 110 years old) to me and among other smaller issues related to water stains in the unfinished basement (satisfactory) non working sump pump (can be replaced), water heater leaking (agent said will be replaced) , etc .. how should I approach this???

I tried to share every single red flag, concerns I had, pending issues, etc. with the buyer from the building, tenants, city, neighborhood, vendors, etc. but it is tough to get that support from all sellers. 

Was there a lot of resistance or red tape from the tax assessor's office or whoever handles refunding the overages, or did a government agent start investigating you as potentially gaming the system?  

Also, a pile of pillows in one picture, a lone chair in another (reminds me of the dunce chair in school), some random pictures on the wall, red garish curtains, and plants above the windows.

For example, often fire damage is water damage--they put the red stuff out with wet stuff.

Having an overstated vacancy rate on a pro form could be a red flag about the property.
