Regardless if this is true, semi-true or just a thoughtfully concocted conspiracy, I highly doubt a Chinese government official is going to go knocking on doors handing out notices that their home is now in the hands of the Chinese government due to the U.S. governement's inability to repay it's debt.

If someone other than the county (or their representative) is selling a tax certificate, then this is not a tax sale but a private sale of a privately owned tax certificate and is not governed by the tax sale laws as done by the counties.Sometimes these resales are people trying to sell their worthless certificates.
