As far as income requirements, we use total household income which is pretty common. 

Have a plan B & C for that scenario..One questions though, Is the loan interest only for the whole ten years or is it only for a year, then principal kicks in (this is common).

I know its a common mindset and this is America with its current political climate,  but itś not that Black and White.

I would start by talking about what your long term goals are - a common ground.

Explain that you are fixing up the common areas and need people to take their belongings out of the common space (and keep them out).If some are into gardening, tell them you are also doing the landscaping and are open to suggestions though that doesn't mean you are going to do them. 

It's not that common in Mexico but it exists.

For example spell out what will happen if one person does not keep common areas clean, I would say that its up to the tenants to work it out amongst themselves.Also who will buy soap, toilet paper ext..
