They would like to do a deal but they don't have systems in place or contractors or sub contractors and everything is new to them.

@Dani Murai, while I can't give you a name of anyone in your area (I am not from there), when you are interviewing contractors, here are a couple things I have seen:I avoid any contractor that has a draw schedule based on percentages, i.e. 1/3 up front, 1/3 at halfway completed and 1/3 at completion.  

I'm sure that your contractor will be great, but it never hurts to get some unbiased eyes on the work being done.If you need help finding financing, I'd be happy to help you find something, regardless...Happy Investing!

Once that’s confirmed, they’ll help you submit the required permits to the Department of Buildings (DOB) and get approval from the Department of Transportation (DOT), since it affects the sidewalk and street.After permits are approved, you’ll need a licensed contractor to do the construction.

That doesn't pass a cursory BS test, and risks the appraiser calling out either fixed plumbing + permits, or a licensed professional remove the bathroom.
