Is it better to have a willing seller and buyer before sending the initial purchase/sale agreement?

I actually purchased a SF house with a two story detached garage in a nice area of brockton.

Purchase price: $70,000 This was a 3 bed 1 bath that I paid for.

Buyers usually want to purchase on today’s value while sellers often want to use future potential of the property (“current rents are below market” or “room to build an additional property”, etc) to increase the purchase price or likelihood of a sale.

Also, important to confirm they will be warrantable condos for end buyers otherwise it will be very difficult for end buyers to secure financing and thus purchase the units. 

I like the strategy of having a job with guaranteed income and taking advantage of owner occupied financing to purchase a house hack, staying connected with the REI community in the area, and scaling up from there.

That ensures you don't spend it on other things and know exactly how much you have to spend on the next purchase.

Remind them of quiet hours, city ordinance, right to quiet enjoyment, etc.

An experienced agent will list your property with the language, "no showings until an accepted offer", to avoid violating your tenant's rights to the peaceful enjoyment of their home - possibly resulting in their lack of cooperations and a lawsuit against you.
