Once we start fining them and giving them lease break demands to get rid of the dog, they all of a sudden become very cooperative.  

Their underwriting is pretty strict, so make sure the property is clean and tenants are cooperative.

Refuses to communicate, and is not cooperating in completing the paperwork necessary for CARES/rent assistance programs.

If it were me, I would disclose to both tenants the location of the electrical panel and that they may need to cooperate if the 2nd floor tenant trips a circuit.
