I rented apartments 50+ years ago and it didn't seem fair to me when my landlords held onto an excessive amount of my money I could use to enjoy things I wanted.As for pets, we charge a Pet Fee that is not refundable and not a Deposit because even if the pets don't do damage they are a pain in the butt with their barking and pooping everywhere.

It is generally reasonable to require a Veterinarian's report on the animal; require the animal be spayed or neutered unless contraindicated by the Vet; must be leashed or in a carrier in hallways/stairwells/elevators or other confined spaces unless that interferes with the tasks the animal performs; handler must clean up after the animal in common areas and ensure no offensive odors emanate from their residence; animal cannot be aggressive toward others, or cause disturbance with barking or other noise that is not an element of their purpose; and tenant must update the "request for accommodation" and Vet report annually.

You can place "reasonable" restrictions on them, such as requiring a Veterinarian's health report; requiring spay/neuter to prevent aggressive behavior or commercial use; animal must be in a carrier or held when in confined spaces such as elevators and stairways, and leashed in common areas (unless this interferes with the task the animal performs, such as a seeing eye dog); handler must clean up after the animal in all common areas; handler must maintain sanitary conditions for the animal including no offensive odors emanating from the residence; animal must not disturb neighbors with nuisance barking or aggressive behavior; and you can require annual updates of both the "request for accommodation" letter and the Vet report.
