You would think because if the house doesn’t pass inspection it could ultimately be removed from the program and the tenant would need to move (or pay for the rent out of pocket - unlikely).

ultimately IRR and similar metrics are shorthand for "how am I likely to do with this property?"

While ultimately you want to shift the cost it is worth it to look at where the water is going.
