I am not sure if it's the best or right market, but it's a drive away (as opposed to a flight) and there seems to be areas that are cash flowing steady.If I understand correctly, you're looking for a 30%+ return ($30K with $100K investment) - to the best of my knowledge, that seems to be fairly aggressive for rentals - maybe you can get that return on fix and flips.

Its safe to say that I live in a cheaper area of the state.This particular place is not in a bad neighborhood and is acctually just barely outside the main part of the city, less than 2 miles.

Overall just general lack of care to maintain their properties, none of which are getting fined by the city.I thought that the next best thing to do would be to go for a drive and actually go to check out the current status of these homes to see if they are indeed as in as bad of shape as these complaints say they are.

but the house is in the service drive of a highway, it's a pain to back out into the service drive (although could turn the car around by going into the grass area at the back of the house), that's why I got it cheaper than other houses in the area, 29K and putting about 20K in renovations.
