Less so with traditional vouchers, (as my experience has been that people receiving them can often get extensions as long as they follow the rules of the program) but definitely so with rapid rehousing vouchers.

Its a buy at a significant discount, remodel and rent forever type of deal as that area has been rapidly appreciating over the last few years with no end in sight.

Once you pay the collections the best and really only way to increase your score rapidly is to responsibly use credit, and my credit I mean credit cards.
