I'm not aware of any large multi-family's in Plainview or Oaklawn but as @Shane H. suggested I would stay away from those areas, but by your description I wouldn't think those are a worry.

Research the property online through Tulsa County's site using the legal description, there you can find any liens or adverse attachments that may prohibit clear title.

It sounds like you should be on the hook for that unless you have a move-in checklist that you signed with the tenant when you signed the lease stating that the carpet was clean and in good/like-new condition when he/she moved in (from your description it doesn't sound like this was the case).
