I guess if they just want to basically hand over the deal to you and get a "finders fee" then yes you should 1099 them as an independent contractor for their fee, however I believe you don't have to if the fee is under $600.

From this thread and elsewhere online, it appears that @Taylor Grabus and his fiancee (now wife, I'm assuming) could independently apply for an FHA loan for independent houses in parallel (requiring them to live apart) or series (1 property 1 year, the other property the 2nd year, or something similar).
