The city is limiting STR's to 250 houses which has been used for a few years now.

Be sure to check with each lender about their specific policies on late payments within the past year.

Given all of these assumptions, you should be able to get a DSCR loan in the 6's/low 7's (rate), with a 3-5 year prepayment penalty, and minimum DSCR ratio of 1.00x, especially in OH.

I have been dealing with CMHA for 10 years , never heard of it.

I have purchased half duplex in Connecticut a year ago (home price seems to be up 10% since i purchased). 

You can put less money down (allows you to put money towards more properties), live in the unit for a year, add some light renovations, and refinance.
