As for the expenses, is it outlined in the property management agreement that your manager is responsible for repairs and documentation for those repairs?

While it is acceptable way of accounting rent from a tenant, the way the PM is accounting to you seems to be unjust enrichment to the detriment of the client(You)Is their policy clearly outlined in the PM agreement? 

Did he follow the profile you outlined when you engaged him?   

Given the situation you outlined I would more heavily weigh the applicants credit in determining accept/deny.

Are tenant maintenance responsibilities clearly outlined?

The JV agreements will outline profits, terms etc.
